Steam punk is a style of building that makes it look like a new version of old steam powered vehicles such as cars or trains. Here are a few good ones:blimp, steamdart, and big flying thing. So do you see? There is a lot of usage of pipes and propellers, there is usually a boiler, or smokestack of some sort, and most have come to associate the color brown with it.

Um... not really strwrs429. Steampunk isn't necessarily plausible, but rather theoretical. It's an imagined reality where typically Victorian and early wester era technology has advanced far beyond it's known capabilities, and vehicles are powered solely by steam via pistons, propellers, visible gears and all that exciting stuff. As an example, here are a few choice samples of Star Wars Steampunk concept art images I've found online for you real quick... a funky Tie-plane, this crazy Jules Verne looking Deathstar, these airship star destroyers... it's all open to interpretation. It should look sort of functional, but that's not the point. There are lost of good non-Star Wars steampunk MOCs on brickshelf and flickr - browse around for some inspiration.
And while this wouldn't really apply to the contest as it's just a character, it's the first thing in my mind from Star Wars I wanted to see steampunkified...
edit to add: that "big flying thing" Emp posted would be close enough to a Y-Wing to be an entry, had it not been an existing MOC. Sure, it could be more steampunky and more Star Warsy, but again - it's all up to your take on the style.

Another great one from brickshelf that would almost make for a entry had it been scaled different is this Spider Walker, which seems like a nice interpretation of an ATTE. Walkers have a lot of potential in the steampunk genre... this seems like it had a bit of inspiration from the ATST and this could have spouted from the Clone Scout Walker. |

This is LEGO man, you don't need to stick to prefabbed parts just because they're there... here's one very nice solution to your problem.
Also, here are some more existing MOCs that have a slightly Star Wars tinge to their dazzling the steampunk veneer... Greivous's wheel bike anyone? I'd love to see someone come up with a steampunk version of the General and a nice ride for him. Also, this is another one of my favorite steampunky walkers out there that hearkens back to the Clone Scout Walker set.
Other ideas that pop into my mind that I'd like to see someone tackle are podracers and landspeeders. I think Ties in general will be hard to pull off, so would large ships like the Falcon or the Blockade Runner. One thing to keep in mind is the whole "minifig/system scale" size is relative... take a look at the official sets to see what I mean. So try not to let that aspect limit you too much, just don't be absurd making a on manned ATAT or anything.
There's just so much potential with this crossover it's mind boggling. I know we'll see some impressive things pop up.  |

There are no set things that a Steampunk vehicle should have, it's much more like a genre of ideas. Like Don mentioned earlier, anytime you see something Jules Verne, you're seeing the very origin of Steampunk.
While it is simply a loathsome movie, a great example of Steampunk style would be the movie Wild Wild West. The only thing it got right was the idea of Steampunk. Actually, it's two-stepped for judging. The evil MODs (and perhaps some other members of the staff, after we Evil® them up a bit) will narrow down the field and then post a field.
